A distinction that gets muddled at the roadside and is simple once separated. Part of the required equipment belongs to the transport unit; part belongs to each member of the crew.
- Per transport unit: a wheel chock sized for the vehicle, two self-standing warning signs, and eye-rinsing liquid.
- Per crew member: a warning vest, a portable lamp, protective gloves and eye protection.
The second list is where checks find gaps, and always for the same reason: a second driver joins and the equipment doesn't. One vest in the cab is enough for one person and a finding for two.
Worth adding the vehicle's own cycle to the same mental list: EX/II, EX/III, FL and AT vehicles undergo an annual technical inspection, and what expires is the approval certificate itself — a separate date from your own certificate, on a separate clock.

Below the threshold, most of the regime falls away — but not all of it
One of the most useful provisions in ADR and one of the most misread. Carrying below the calculated threshold under 1.1.3.6 exempts you from a substantial part of the regime:
- Orange plates are not required.
- The ADR driver certificate is not required for that carriage.
- Part of the equipment requirement falls away.
What does not fall away is the part people assume goes with it: packaging, labelling and the transport document remain. The goods are still dangerous goods; only the additional regime is relaxed.
Which is why "we're under the threshold" is a sentence to be careful with. It answers a narrow question correctly and a broad one wrongly — and the paperwork it doesn't excuse is exactly what gets checked first at the roadside.
